Application Instructions

The Hidalgo County Regional Mobility Authority (HCRMA) is accepting applications for the position of Executive Director.

Position Summary

The Executive Director serves as the chief executive officer of the Hidalgo County Regional Mobility Authority (HCRMA), responsible for strategic, financial, and operational leadership of all transportation programs and initiatives.

The Executive Director advises and implements Board policies; ensures compliance with state and federal statutes; oversees consultants and staff; manages financial integrity; and represents the Authority before the public, partner agencies, and governmental bodies.

Reporting & Organizational Structure

The Executive Director reports directly to the Board of Directors and supervises administrative and technical staff. The Director coordinates with independent advisors such as bond counsel, financial advisors, the GEC, and auditors—who report directly to the Board but collaborate with the Director on project and policy execution.

Key Responsibilities

  • Board Governance & Compliance: Implement Board policies; ensure compliance with the Texas Transportation Code, Open Meetings Act, and Public Information Act; maintain official records; and prepare transparent reports.
  • Strategy, Planning & Funding: Lead long-range planning; coordinate with MPO and TxDOT; develop and execute the Capital Improvement Plan; pursue federal and state funding; and establish measurable performance metrics.
  • Program & Project Delivery: Direct consultants through environmental, right-of-way, design, and construction phases; oversee CM/GC and design-build delivery; and maintain cost, schedule, and quality controls.
  • Financial Management & Administration: Prepare and manage budgets; oversee fiscal compliance and investments; coordinate TIFIA loans and toll revenue tools; and ensure proper procurement and auditing.
  • Stakeholder & Community Engagement: Serve as liaison with federal, state, and local partners; participate in public meetings; and foster transparency and public trust.
  • Leadership & Organizational Development: Supervise staff; oversee consultant performance; and maintain a culture of ethics, accountability, and professional growth.

Ethics & Statutory Compliance

The Executive Director must complete annual ethics training, meet state disclosure requirements, and follow recusal protocols for conflicts of interest related to consultant selection, right-of-way acquisition, and contracting. The Director must ensure compliance with records-retention laws and confidentiality of procurement-sensitive information.

Minimum Qualifications

  • Bachelor’s degree in Civil Engineering, Public Administration, Business, or related field required; advanced degree preferred.
  • Texas PE license preferred but not required with sufficient transportation delivery experience.
  • 10+ years of progressive transportation infrastructure leadership, including NEPA-to-construction project delivery.
  • Demonstrated success in intergovernmental coordination, funding acquisition, and public finance.
  • Knowledge of TxDOT procedures, federal grants, right-of-way, and procurement law.
  • Valid Texas driver’s license required.
