Elections Clerk (Absentee/Vote by Mail)

Department: Llano County Elections œ Status: Full-Time, Non-Exempt œ Salary: $38,958/year

This on-site role supports the Office of the Elections Administrator and helps voters exercise their right to vote. The position combines clerical, records, and field support tasks with a focus on absentee and FPCA/UOCAVA processes.

Essential Duties & Responsibilities

  • Serve as the primary point of contact for absentee ballots, including FPCA/UOCAVA requests; recommend process improvements.
  • Acquire and maintain working knowledge of state and federal laws governing absentee ballots and applications; assist with departmental recordkeeping to ensure compliance with local, state, and archival/document-retention requirements.
  • Scan and maintain records in the department’s database and storage software; recommend layout and workflow improvements.
  • Learn and apply the Texas Election Code within assigned duties to perform tasks accurately and lawfully.
  • Process mail-ballot applications and generate mailing labels within dedicated software.
  • Assist the Elections Assistant Administrator with local, state, and national elections, including preparation of equipment, poll books, and setup of polling locations.
  • Perform other duties as assigned within the scope of the department.

Additional Duties

  • Serve as an early voting clerk as needed.
  • Provide polling location support.
  • Process and proofread ballots, forms, letters, reports, and notices.
  • Assist with the biennial mass mail-out of new voter registration certificates.
  • Answer, direct, and document phone calls and messages.

Minimum Requirements

  • High school diploma or GED.
  • Valid Texas Driver License.

Experience & Skills

  • Effective spoken and written English; Spanish proficiency is a plus.
  • Basic math (addition, subtraction, multiplication, division).
  • Willingness to seek guidance from appropriate sources to perform duties.
  • Computer and office-equipment proficiency; prior elections experience is a plus.

Physical Demands & Work Environment

  • Frequent sitting, standing, walking, climbing, bending, lifting, and equipment operation.
  • Regularly lift up to thirty (30) pounds.
  • Safely operate a motor vehicle; regular travel between work sites in all weather conditions.
  • Primarily indoors in an air-conditioned environment; day-to-day focus may change—flexibility required.

Irregular Hours

Work outside normal office hours (Monday•Friday, 8:00 AM•5:00 PM) is required during elections. May be designated essential personnel during emergencies.

Special Conditions

  • Must be a registered voter in the State of Texas.
  • Current proof of insurance required; personal vehicle may be used for job-related travel.
  • May not be a candidate for public office, hold public office, or hold an office/position in a political party.
