SALARY: $77,956.53 - $101,343.63 Annually OPENING DATE: 05/12/21 CLOSING DATE: 05/26/21 11:59 PM JOB SUMMARY: The Travis County Clerk's Office is looking for a Records Management Director to join our management team. The ideal candidate will have substantial records management experience, management experience, and a track record of creating and sustaining an environment that embraces technology and change by:
Leading the organization through change and evolution from a paper-based environment to a digital/paperless environment;
Influencing teams across the division to take action to improve experiences;
Staying on top of customer preferences, technology trends, and demand;
Applying innovative thinking to improve processes, methods, and customer service;
Willing to challenge standard thinking with new ideas, approaches, and solutions;
Possessing and expecting the highest standards of integrity, ethics, and performance; and
Having excellent communication skills, written and oral, with the ability to represent Travis County Clerk's Office externally across a wide range of stakeholders.
Manages and coordinates all functions of a County or District Clerk division, including, but not limited to, management of division employees, supervision of programs and operations of the division, and representation of the County or District Clerk in an official capacity. Manages operations in accordance with State, Federal and Local laws and guidelines, policies, and procedures. DISTINGUISHING CHARACTERISTICS: This is a job classification within the Senior Management/Middle Management job family. Incumbents in this classification oversee a division in the County or District Clerk's Office. Typically manages a subordinate group of professionals through supervisory or lead staff. DUTIES AND RESPONSIBILITIES:
Maintains current knowledge of records management industry trends.
Makes recommendations to the County Clerk, Chief Deputy, and Division Directors on records management and archives best practices.
Researches and tracks record legislation.
Reviews County Clerk records management policies for compliance with Texas State Library and Archives Commission guidelines.
Collaborates with Travis County Communications and Records Services Department on joint projects and records destruction.
Collaborates with County Clerk Computer Resources Division regarding digital preservation planning.
Ensures appropriate security for all records maintained by the County Clerk's Office, both onsite and in offsite storage. Oversees planning and implementation of access policies, tracking systems, and security measures for all court case records.
Maintains a large inventory of permanent records with historical significance.
Coordinates consistency of records management goals across departmental divisions.
Manages the operation of public research areas and customer service in 2 locations, with expansion to 3 locations in the near future.
Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS: Education and Experience: Bachelor's degree in Public Administration, Business Administration, Government, Criminal Justice or a directly related field AND five (5) years of progressively responsible experience in government or related field, including two (2) years of mid- to senior level supervisory or management experience; OR, Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job. Knowledge, Skills, and Abilities: Knowledge of:
Management and supervisory principles, practices, and techniques.
Policies, practices, procedures, and terminology of assigned function.
Federal, State, and Local program laws and requirements.
Budgetary practices and techniques.
Computer equipment to include word processing, spreadsheets, databases, and a variety of software packages.
Business letter writing, grammar and punctuation, and report preparation.
Skill in:
Supervising others, allocating resources, and evaluating programs.
Strategic planning, developing, monitoring, and evaluating programs.

Developing and monitoring program budgets.

Develop and implement policies and procedures and operational plans or activities.
Create and recommend program initiatives.
Gather and evaluate facts to develop individual program planning and appropriate case disposition.
Serve as technical consultant and liaison.
Prepare administrative and statistical reports.
Manage time well, perform multiple tasks and organize diverse activities.
Prepare correspondence, memorandums, and other written materials.
Work with mentally disturbed, hostile, and aggressive individuals.
Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the general public.
WORK ENVIRONMENT & OTHER INFORMATION: Physical requirements include the ability to lift/carry up to 5-15 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination, and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions. Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
