Position Description, Responsibilities, Requirements and Application Instructions
TITLE: DETENTION DIRECTOR REPORTS TO: CHIEF JUVENILE PROBATION OFFICER ESSENTIAL FUNCTIONS AND JOB DUTIES: • Responsible for the daily operations of the Tom Green County Juvenile Detention Facility. Coordinate and oversee all building operations and all phases of the daily detention program including staff schedules, maintenance, food service, educational programs, recreation, volunteer & intern activities, religious activities, purchases and upkeep of the facility. • Fulfill all duties related to his/her assignment as directed by the Chief Juvenile Probation Officer, ensuring all directives are carried out and all required time-frames and policies are adhered to. This includes, but is not limited to, all policies in accordance with TJJD standards, the Prison Rape Elimination Act (PREA), Texas Family Code, Tom Green County Employee Handbook, and Tom Green County Juvenile Services policies and procedures. • Responsible for monitoring the application process of hiring detention staff as well as the firing of detention staff. Ensure all Juvenile Supervision Officers (JSOs) are certified and maintain certification as mandated by TJJD standards. Also, ensures that in-house training for JSOs is provided on a regular basis but at least quarterly. Training should include but not be limited to all mandatory topics CPR, First Aid, Handle with Care, updates on new procedures, etc. • Ensure creation and maintenance of personnel records and a training file for each detention staff in accordance with TJJD Standards. • Provide leadership and direction for all detention staff. Maintain good working relationship and communication with employees and deal with all employee problems advising Chief Juvenile Probation Officer of all situations where major problems occur or cannot be rectified. • Develop and monitor staffing ratios on shifts that combine the correct number of staff and the best combination of experienced staff and less experienced so that there are no vulnerable shift schedules. All detention scheduling must be in compliance with TJJD requirements. • Ensure that there is an ongoing pool of new applicants and part-time workers. Screen applications for appropriateness for working with children and perform required background checks. Ensure the ongoing process of interviewing new applicants, providing reference checks and developing a system of organizing applications and reviewing applications to determine current eligibility. Ensure that there is a good reserve of part-time or stand-by workers so that all shifts can be covered adequately. Ensure that the current list of all workers is updated anytime new part-time employees are added to the list. • Review and monitor all staff activities including but not limited to; room checks, folder information, JCMS casework information, handling of juvenile crisis situations and problems, assistance of teacher in classroom, work schedule, breaks, coordination of duties, relationships with other staff members and juveniles, etc. • Provide random shift checks to ensure all staff are arriving for work at appropriate times and following policies and procedures of the department. • Ensure necessary data is collected and reports are timely. All Admission and Release information must be added daily. Detention paperwork by staff and law enforcement must be monitored for correctness and completeness. • Ensure that routine maintenance checks on all rooms for cleanliness and need for repair are completed on a weekly basis and that a maintenance repair log is kept with needed repairs and completion dates. • Provide coverage and ancillary support for staff absences, late arrivals, and when it is needed due to large numbers in detention or staff limitations; fulfill supervisor on-call rotation. • Install programmatic strategies for behavior management of juveniles in the pre-adjudicative setting, with a goal of achieving behaviors that reduce length of stay and expedite placement of detained juveniles in the community. • Aid probation staff in coordination of transportation of children for local appointments and detention hearings. • Provide or oversee handling of all juvenile discipline problems, providing crisis counseling, and supervising staff as they handle these situations. • Prevent, identify, and correct deviations from guidelines to evaluate both people and processes; monitor staff assignments and performance regularly and randomly. Complete supervisory staff performance evaluations on a Bi-annual basis and aid supervisors in the completion of evaluations on all staff under their direct supervision. • Aid Chief Juvenile Probation Officer in ensuring that JSOs have a salary scale adopted by the Juvenile Board. • Report to TJJD and the applicable law enforcement agency within required time-frames, the death, attempted suicide, escape and any serious injury of a juvenile, including youth on youth assaults, which require medical treatment by a physician or physician’s assistant that occurs in the facility. • Ensure a file is created on each juvenile admitted into detention and that all paperwork is included in each juvenile’s folder. • Ensure all juveniles are photographed and fingerprinted by staff when admitted to detention and monitor the quality of each. Process pictures for juvenile files. • Coordinate and ensure all food service is appetizing, meets federal school lunch program requirements for calories and nutrition, and ensure that all daily paperwork is completed correctly and timely so that all reimbursements for the program are received. • Make sure that all supplies for detention and classroom are on hand and restock when needed. • Ensure that all juvenile warning notices and restrictions are in compliance with TJJD standards. • Submit average daily detention population report and detention summary report on a monthly basis to the Chief Juvenile Probation Officer. • Responsible for approval of all contract county admissions to detention. • Keep track of all detention billing of contract counties and send to chief on a monthly basis. • Stay up-to-date on statewide detention procedures and activities in other facilities. • Review and update policies and procedures on an annual basis or more often if required legislatively or by TJJD; aid in budget preparation and monitoring. • Communicate with other units within the juvenile probation department and other agencies as necessary. • Perform other related duties as may be assigned by the Chief Juvenile Probation Officer. EDUCATION AND EXPERIENCE: • Master’s degree preferred, but not required. • Must have a bachelor’s degree, preferably in the field of Criminal Justice, Psychology, Sociology or a closely related field, conferred by a college or university accredited by an accrediting organization recognized by the Coordinating Board, Texas College and University system; • Must have, or meet the criteria for: -- a. Five years of experience in the field of juvenile justice or a related field; -- b. Three years supervisory experience in the field of juvenile justice or a related field; -- c. Current Juvenile Supervision Officer Certification with the Texas Juvenile Justice Department. • Must have a valid Texas Driver’s License, proof of adequate liability insurance and a good driving record. KNOWLEDGE, SKILLS & ABILITIES: • Must be of good moral character and strictly adhere to the Texas Juvenile Justice Code of Ethics. • Possess considerable knowledge of the Texas Juvenile Justice Code, Texas Penal Code, department policy, county policy, and procedures of laws and regulations relating to probation services, adolescent behavior, and concepts of delinquent behavior. Ability to interpret guidelines, policies, procedures and regulations. • Experience with working with large budgets and knowledge of budget constraints. • Possess initiative, good judgment and decision making skills which are frequently required to complete work assignments. • Must maintain the integrity of private, confidential information/documents. • Ability to function effectively, professionally and patiently with a diverse population, to include hostile, abusive or irrational individuals. • Ability to communicate effectively, both verbally and in writing; and possess basic counseling techniques. • Must possess physical stamina to handle potential outbursts of violent youth. Must be able to restrain and/or handcuff a child who is resisting. • Ability to work as a team, but also independently and efficiently. • Ability to establish and maintain effective working relationships with co-workers, subordinates, county employees, outside organizations, prosecutors, attorneys, law enforcement agencies and the general public. • Ability to obtain and organize information. Responsible for the proper care and operation of personal computer, basic office equipment and county vehicles. • Knowledge of JCMS, case management, support service programs and eligibility requirements. PHYSICAL DEMANDS AND WORKING CONDITIONS: Physical requirements include lifting/carrying 5-10 lbs. occasionally; Subject to sitting, standing, walking, reaching, handling and smelling to perform the essential functions. Working conditions are primarily inside an office with frequent local travel. May be required to physically restrain violent youth. SPECIAL REQUIREMENTS: Must be certified as a Juvenile Supervision Officer by the Texas Juvenile Justice Department and must adhere to the recertification process annually as required. Must secure and maintain dual certification as a Juvenile Supervision Officer and Juvenile Probation Officer within six months of employment. Regular attendance is essential. Required to be on call 24 hours a day and must be able to arrive at the department within 30 minutes of notification. May be required to work more than 40 hours during the workweek.
