Many state statutes apply differently based on population brackets. A reference in a statute to the population of a political subdivision means the population according to the most recent federal decennial census (Tex. Gov’t Code §§311.005, 312.011). As population data changes with the release of each federal census, a political subdivision may consequently enter into a new classification and be subject to new (or fewer) requirements.
